Tanner was the officer responsible for the arrest of Adam Everest. His colleagues have recommended him for a psyche evaluation.
At some point prior to his arrest, Adam was able to retrieve Tanner's access code.
His dropbox has been an indispensable source of information, which has left the leaders of the Earthborne United unsure if he is an ally or a puppet for President Sparrow.
